Well, the single biggest threat to the US is if they can make better hardware cheaper than the American alternatives. But of the two things you list, it probably depends on whether it is wartime or peacetime. In peacetime, better to be spied on by foreign governments and in wartime better not to be.
Right now we have Australian born citizens who were kidnapped on entry to China and sent to re-education camps based off anti-China comments made online.
