Makes sense - they can guarantee employee loyalty by locking them down, and can probably pay them less too. It's no wonder Oracle abused this.

While I admire H1B's that have a goal of a green card, my sympathy for the argument is pretty low considering that an H1B was never intended as a path to citizenship. From the very first moment, there is no ambiguity in the intent of the visa: Temporary, non-immigrant workers.
"Temporary Worker Visa" != "Immigrant Visa"
Whether or not we should have more skilled immigrants isn't the argument, nor do I have much of an opinion either way. What is a bit ridiculous to me is how people on temporary non-immigrant visas feel some level of entitlement to a green card when an immigrant visa was not the visa for which they applied.
I do think the US should move away from family preference and enact a points system like the UK, NZ, Australia, Canada, however that's a different debate than H1B "immigration."

He can quit. If he's really "highly skilled" and there really is a "shortage," then it should be trivial to find another job and another visa sponsor.

Well it’s happening because US is trying to give equal chances to all countries, by giving them equal opportunity and quota, the fact that there are way more people from India who come to work here is the reason you wait longer than other nations, no?

Is staying in the US really that much better than trying to make it big in India? Ironically, many of my Chinese colleagues have returned to China because they can make a lot more money there. And they will have a higher chance of being promoted to executive positions. In addition, among my Chinese American friends, just about all of them say that their relatives that stayed in China are wealthier and more successful…
I find this hard to believe, are Chinese software engineer salaries FAANG level? It's not unheard of for senior engineering salaries to push 250k easily for a large company. Also, isn't the work life balance horrible for Chinese workers?
I don't know about the salaries, but let's keep in mind that Alibaba and Tencent are two of the biggest companies in the world.

#69A simple solution to the H1B "cheap workers" problem is to sort applications by (descending) order of salary, and pick the top 65K as authorized by Congress.

H1B isn't the O1 visa. It's just very generic and broad. It could be brilliant engineers but more often than not it's just shitty consulting (Cognizant, Infosys) spaghetti coders. Look who takes the lions share of H1Bs and you'll see who we're bringing in. These are not experts lol, they're just cheaper and more desperate.
Which is exactly why the largest block of H1B visas goes to the shittiest companies.
