Part of that deal was also that Ukraine would not be part of the OTAN, but a firewall between the OTAN and Russia.

Given overall industrial and cultural trends, why wouldn't everyone just keep building new stuff every 15 years? This would certainly fit the Chinese regime's policy of increasing GDP.
