AWS does provide rightsizing tools (https://aws.amazon.com/answers/account-management/cost-optim...). However, we find it bit heavy duty for many customers, as it involves S3, RedShift, etc. Some customers may want simpler ways to analyze their environments.

#5Since most people aren't doing enough waste monitoring in the first place, shrinking oversized instances should be low-hanging fruit to free up some budget

EC2 is a significant part of cost for most customers. So, rightsizing is essential to keep costs under control.
