I'm interested. I'd also be interested in hearing how the CVs look if you kept everything else the same (including the maximum budget) but raised the rate to, say, $50/hr.

If I don't end up hiring one if the current shirtlisted bidders I will raise the bid and try again. I suspect however that I will still get bids from a very large number of bidders with poor portfolios

I have deep inroads into the design industry and really good freelancers, and the absolute rock bottom price for design I can get is $40. Lower than that, you're playing with fire.

Is that $40/hr or $40 for a single logo design?

$40/hr. I'd expect to pay at at least $2,000 for an identity package which usually means some collateral as well as the "logo" itself.
