$400k pays for 3 people.. maybe a couple of more if you hire from a cheaper country. If all GIMP needed was a few more developers to be competitive against PS, that would have happened by now. You're seriously underestimating the amount of work GIMP needs to do.. and/or the amount of work that already goes into GIMP.

I've found a couple 5 dollar bills. My ex found a twenty in the pocket of some jeans at a used clothing store

Some zeros are definitively missing. I know a company which paid around 1M euros to get such data ( and some software ) for just one industry.

Do you think the management who made this decision would pay for this service in an industry-specific but company non-specific form on a subscription basis?

FYI Photoshop doesn't work on Linux.. so not so much absurd, as factual

PS CS6 runs well in WINE.

And iirc, Google sponsored the patchset that allowed CS6 to run on it. So someone out there wants Photoshop to work on Linux, and is even willing to pay for it.

It's also not clear how it will be used later. It could be used to crop/remove watermarks or copyright messages, and I wouldn't develop it if that's its purpose.

I have to assume that this is exactly what this would be for. 9gag or some similar site stealing content en masse from elsewhere and wanting to remove any sort of identifying marks.

Also my first assumption. When I read that task, being a retired professional photographer who made a living for 15 years with camera, my blood pressure rose.

Captcha solving is expensive for spammers.

I can assure you it is not. It's about $0.001 per solved captcha with 97% accuracy rate and refunds on failed ones, from the service provider I know of. I've even written one, it's not complicated and not expensive.

Can confirm, it was very cheap 5+ years ago when I was in the business of needing them solved en masse. I doubt it's gotten more expensive.
