Probably not. It's a TLS connection -- if someone can lie about the contents of the DMG, they can lie about the hash too. How would it help?

It's in our released downloads at https://keybase.io/download We don't use GitHub releases often.

If you're not tagging or doing github releases, is there a list of 'stable' versions that distros should consider packaging?

It's pretty hard to do crypto securely in a browser though without depending on browser extensions and whatnot.

Considering that HN does not preserve envelope formatting, that more than one person reads HN, and that scrolling through this on my phone was really fun, perhaps PGP messages are not a good idea regardless of how on-topic or clever they are.
