Almost certainly very little. They've been clearly working on AP 2.0 for a long time - this sort of hardware upgrade isn't something you roll out in a few weeks. This capability was even pretty strongly hinted at for the Model 3.
Improving the self-driving capabilities has "almost certainly very little" to do with the high profile death caused by the use of the self-driving capabilities? Come on.

I am going play devil's advocate here. In the future, would Telsa use these data for other purposes? ie after analysing the data, it finds that my driving behaviour risk and has a higher chance of accident. It could trigger high insurance premiums or restriction on which car I can purchase etc.

Clearly they aren't, they are trying to limit what I can do with my vehicle.
Implementing logic in an ASIC which cannot be modified and implementing logic with an embedded processor where the software can be modified but this feature is disabled is the same thing. Both are intended to be black boxes that just do one thing and nothing else. Yet for some reason you expect to be able to modify the embedded processor.

Why aren't other manufacturers following this model? I've seen 12-year Mercedes with internet connection, so the infrastructure has been there for a while.

It's staggering that Tesla don't use LIDAR at all. Sure LIDAR is more expensive but the data quality is very stable and good. Cameras won't work that well or at all in night or when the sun rays blend in morning / evening or in bad weather conditions like heavy rain or snow. All other self-driving cars I know of have at least a small LIDAR beside several other types of sensors.

Lidar doesn't make sense for Tesla with the failure rate alone. They're mechanical devices, and they often have defects when produced at scale. They need to be replaced very often. This makes sense when you're doing vehicles as a service, but not as much for Tesla's use case.
What about the solid state LIDAR mentioned by the GP?

The realistic one for me on this is when they show aggregate data to insurers to get lower premiums for their cars (or indeed provide the insurance themselves at low rates and use the data to get excellent reinsurance rates). That seems a very tesla thing to do.

Really a lot of weather patterns are analogous; for vision heavy rain isn't terribly different from a blizzard, etc. With a large enough span across the US you can get pretty much all weather conditions inside a 6 month window from mid summer to mid winter.
I would say that heavy rain is incredibly different from a blizzard. Snow has a much greater horizontal-to-vertical velocity, reflects more light, and flutters around. Rain mostly moves in straight lines, even in high wind. Not to mention traction is completely different on water vs. slush vs. snow vs. ice, as well as with good snow/rain tires vs. worn all-season tires.
I'm sure Tesla knows all this, but just in case you haven't driven in a blizzard before, you will need to drive very, very differently from driving in heavy rain.
