Perhaps it doesn't have the features of Hangouts while it does have the requirement that you install another app and the stigma of it being a Google product (i.e. they collect all your info). Also lacks messaging capabilities.
It can only be used for very short 1 on 1 phone calls since I can't imagine video chatting for a long time from a phone. Also it can't be used with a desktop.
Otherwise, Skype and Hangouts are way better plus any decent WebRTC P2P chat like www.appear.in

Which guideline are you thinking of? My search for "SMS" only found two unrelated guidelines:

Stating that the app is “for entertainment purposes” won’t overcome this guideline. Apps that enable anonymous or prank phone calls or SMS/MMS messaging will be rejected.

Respond to a message without downloading Allo When you receive a message from an Allo user, you have a few options:
Reply with a text message to continue chatting with the Allo user. To stop receiving messages from Allo users, text "STOP."

#39They're making a reentry into a very populated space. Facebook messenger, whatsapp, Skype, iMessage... why would you risk the scenario where someone finds this blog post in a newsfeed, looks at the app, finds it unavailable, and never returns?
It just doesn't make any sense to me. Clearly they're going to launch sometime in the next 12 hours. So the infrastructure is all in place and the final builds are made. Why not wait on the press release until it's actually available?
