No, but every additional copy is cheaper than the first, and asymptotically approaches 0.

No because what we pay in tax we get back in other forms. The US citizen will have to pay for college (instead of being paid to attend), healthcare, court costs, retirement pension, unemployment, etc. Don't count the taxes as part of what you're getting back, it's very different and beyond the scope of this article :)

In which EU country you get paid to go to college?

Denmark. Technically you don't get paid to attend, you get a stipend to help pay your living expenses while you're studying. I know it's similar in other places too.
