I think it's mainly to prevent spam/multiple account creation. Having different CCs is harder than just multiple emails. It also makes it easy to upsell you to paid plans.

It gets to know that you're not a scammer and using free hours for bad.

#8Free SSL is a very nice move, kudos.
The new free dyno quota is still confusing to me as a developer with many hobby projects. Not sure at all if this change won't bite me in the ass.

They do but don't they have the same address & name ? At least it confirms identity.
