Save money -> invest money to grow savings -> time passes -> eventually you have enough to buy a home, if you want. I'm guessing you're saying that homes are so expensive, most people could not reasonably afford one even with disciplined saving and investing. To say, "you can't buy a second house" seems fundamentally contrary to American tradition.

On the other hand, whether second homes should be eligible for deductibility of mortgage interest and property taxes is another question altogether (present law = yes).
