No. The people already there can afford it because they have a job and get paid in the local currency. It's just like what's happened in New York or San Francisco. Don't go there if you're unemployed or it'll be very difficult to survive. Those places allow free immigration from the rest of the US but they've reached capacity and stopped growing much. Of course this assumes immigrants aren't given social welfare.
