I guess people who have read it from other sources and are upvoting because they want to highlight the news. Also, people upvoting to save and read it later.

I think you pasted the title into URL box and it doesn't have a good validation.

Not to my knowledge but anyway. Somebody resubmitted the news with proper URLage so all is well.
