U.S. Spy Agency Reports Improper Surveillance of Americans

The word "improper" seems to be pushed by the intelligence agencies here. The CIA said the same about its spying and hacking of the Intelligence Committee's computers:

It's to "control the message" so people don't start calling it "illegal" in their headlines. They find it better to send the press release themselves to the media, with the words they choose, even if they have to admit to at least some of the wrongdoing.
