I have been trying to get ideas up and running but i'm not sure how to go about it. Do I find websites that say they will fund me if I am chosen out of their applicants as someone proficient or do I run up to colleges and universities screaming my ideas and building from scratch there?

#2I really don't think either of those options is going to give you the desired results. As the cliche goes, ideas are a dime a dozen, and are pretty worthless in the eyes of an investor. What you need to do is put together a team of people, and get busy with a prototype. Test the market. Get some traction. Develop a business model. Then start approaching angel investors, and take it from there.
