Is connectivity a human right?

Freedom of speech and association are fundamental human rights. No government may interfere therewith.

However, that "negative right" does not segue into a "positive right" to compel others to facilitate speech and association any more than making taxpayers buy you paper, ink, and bus/train/air fare.
