Bundestag is the federal parliament of Germany and the country's only directly elected constitutional body. The 5% figure refers to the 5% electoral threshold (Sperrklausel), a legal rule designed to prevent political fragmentation and ensure government stability.

What I found interesting is that different forecasts exist, and I did not find press statements that discuss the estimates and their deviation. Not all estimates forecast that FDP will be above 5%. The ensemble is rather 4.5% mean.
