in the sense most investors doubt they can become a big ISP without covering the sky and taking much more spectrum besides the 2(?) ghz they can use today

This is for the user to satellite links.

The antennas for these can do multiple spot beams and can also resize them. By reducing the orbital altitude they send more data with the same spectrum.

The SpaceX to Ground Station links have way more capacity. I think SpaceX will also do user to sat links in Ka band too.

I don't believe they'll exceed 50 million users.
