If electric cars are making up a greater portion of car sales in EU and Asia, why are car makers pulling back on EV investment?

Dare say a lot of these cars are from China and highly subsidised with low deposits and 0% finance deals. Same is happening in the UK.

Legacy brand car makers are pulling back because they can't compete in this market.

Is there a car manufacturer that hasn’t taken advantage of such schemes? Should I pay more for my next car so that Volkswagen executives can get paid despite not facing serious consequences for choosing to poison millions of people?
