Yeah he's definitely not making directional calls but alerting everyone towards what companies will eventually benefit from favorable policy I think.

Yeah he's definitely not making directional calls but alerting everyone towards what companies will eventually benefit from favorable policy I think.
There's also the possibility that he's pumping and dumping. Maybe compare to what he's holding?
