It's in the format of an "IETF Draft" and has been uploaded on the IETF datatracker web form as an individual submission. It doesn't even name a working group it's targeting for adoption.

It's not an IETF draft. Those are named draft-ietf-*.

You're lying by omission ("individual submission"). Stop.

You can't "submit as a group".

You can request working group adoption, at which point the WG will review your document and form a consensus.
