`Instrumentation.ts` Might Not Be Doing Anything

I'd expect a post like this to include bug reports against documentation that's "confusing", and a bug report against different behaviour in "next dev".

But the "bug" text does not seem to be a link even if it's formatted differently. Am I missing something or is this simply not done here?
