Why the Earth has tilted 31.5 inches

I get the small weight on a top analogy. The sea rise is due to the water entering the ocean after use. My thought is if the earth tilts a bit, doesn't the high tide or bulge line shift too? So some areas will see lower tides and others higher tides due to an angular shift of the rotational plane?
