The majority party blames the minority party for failure to pass a CR.

The minority party filibustered the CR, which makes it require 60 votes to pass instead of just a simple majority of 51 votes, and the majority party only has 53 votes.

Minorities blocking action was not part of the Constitutional design of the Senate, and supermajority requirements for routine action were explicitly viewed by the Framers as one of the problems of the Articles of Confederation that the Constitution was aimed at resolving.
