You answered your own question. Increased usage, but with decreased revenue/profit is not a business strategy often employed. Losing money does not get fixed by scaling up.

If there is a scenario where different pricing still works, I'm sure it will happen. But most companies are fine with simply not entering markets where the business model doesn't add up.
