#2The idea of a unified mechanism here is clearly good, although it would probably be better as an API than an app, they may merely be keeping that detail from the press release.
It also has curious data/privacy implications. If there is one app to rule them all who gets the location data that it invariably has access to? It's mildly suspicious that they'd all go along with this unless there is some data sharing plan in the background.

It doesn’t sound like one app to rule them all, rather you can use one of the “approved” app of your choosing. I am guessing but given the main providers are all involved, I suspect it will mean you can use their app in anyone else’s spots, and they will continue to provide the underlying contract with the council.
