Yes, pubmed.ncbi.nlm.nih.gov (and parent nih.gov) appear down right now.

  Confirm 1: https://downforeveryoneorjustme.com/pubmed.ncbi.nlm.nih.gov

But, Pubmed was online earlier today and also yesterday:

I do not know why.

Looks like they had some DNS issues, since fixed.
