#3I expect that like always the pockets of the usual consulting firms will be filled and nothing competitive with the USA or China will ever come out of it.

#6I propose a new term "bullshit money", it is when governments do joint PR with Arabian princes or big company to proudly announce fictional huge investments that in the end will be fake, taken by vampires without real result (when Public money), or simply rebranding investment that was to be done anyway with only a thin relation with the original subject...
Here it is mostly a joke, they announced opening "data center"... The money and jobs that will really go to the french population will be mostly inexistant, there will not be real "innovation", and the one "offering" the money are probably coming to profit of the cheap nuclear energy or special revolving deals...

It just so happens that France is the country producing over 50% of the EU's cheap nuclear electricity.

#10They had an AI summit too. Normally I would be skeptical, but the French do have a way to do great things from time to time.
