The "level 0" practice of Federation is to allow and not punish external links although there is a legitimate concern about spam.

#4The anti link policies we see in much of social media aren’t just about building a closed platform - they’re anti competitive. But our anti trust laws are inadequate to easily and quickly enforce against such practices.
