#3On the one hand, choppy bays and inlets represent a big chunk of solar energy that is directed to the Earth without being adequately recovered for the economy, so the abstract model is of something that ought to make a profit in the absence of strong competition for growth in energy generation.
On the other, no matter how reliable the final version of these contraptions might be, the prospective operating costs are huge. Ships to collect the (probably meager quantities of) hydrogen and bring it ashore plus the work of picking up, maintaining and disseminating buoys? This only makes sense in a part of the world with modern machine tools and an urgent need for hydrogen for purposes other than energy generation, a combination which doesn't even apply to the PRC.
