Design notes on the 2023 Wikipedia redesign

I understand that they had all these constraints but honestly it still feels very lazy, especially their ideation part. The hierarchy of needs was especially baffling with the next paragraph already pointing out that there are 2 very different usage modes (read & edit). Whose needs where they talking about then?
