The article doesn't mention immigration at all, it's an invisible elephant walking through the story. It's like a Victorian lady at the doctor's who can't speak of improper things like legs. If the public can't be trusted with a description of the perpetrators, is it safe to tell us about the bombings at all? We may make reckless attributions.

Seems more rational to look at Iranian sleeper agents posing as asylum seekers. Maybe targeting dissidents.
