What’s the motivation for the creators of this? And who’s backing it? Doesn’t feel like a weekend hobby project but rather a strategic open source play of some sort. Maybe something Nvidia related?

Fedora's OSTree recently-ish started supporting using OCI containers as the content-addressed image backend in addition to their original git-like one: https://coreos.github.io/rpm-ostree/container/ https://fedoraproject.org/wiki/Changes/OstreeNativeContainer...
