If their agents are the only people sending encrypted traffic, that's bad. Gotta have some cover. If you can harvest the other users' conversations, thats a bonus but one thats hard to use. because of the risk of tipping those users off to the fact and having your cover traffic vanish.

Maybe it's also a honeypot. I wouldn't put it past them. But it has a perfectly cromulent reason for the State Department to want it to exist even without that.

The CIA (and etc) need secure, reliable, public communications to exist, in some measure. If their agents are the only people sending encrypted traffic, that's bad. Gotta have some cover. So, never use any of such apps/devices if you really need to hide something or just don't want increased attention from CIA.

That makes a lot of sense, but do we know this is true? That is, what's your source for this assertion?
