FreeBSD: Fix frequency calcuation for bell (2021)

You know, it's this kind of dogged almost pointless 'something is wrong' which I value immensely. As a former Dec vt100 and adm5 person, thank you for restoring my ^g expectations.

Any vi user knows ESC leads to bell in 99% of cases.
