If you were tasked with preventing apocalypse, what would you do? I think constant distraction/dumbing down of the populace would be the best solution
The hard part of nuclear weapons is not the knowledge to build them. It is actually getting your hands on nuclear materials. The US military evaluated this question a while back and relative amateurs can design a nuclear weapon[0].

I would venture the same is true of bioweapons. Knowing how is a lot less of a challenge than getting the equipment to do it.
