The Terrifying Rise of Debanking

Can someone please explain to me the logic of why forcing or encouraging PEPs to not use banks is supposed to decrease bribery and corruption? Seems like you would want to be absolutely sure that any such people kept their money in banks where every transaction will be logged. Also, how were UK politicians convinced to pass this law that only seems to inconvenience themselves?
