Validated Streams: Simplifying the creation of blockchain oracles

Over the last few months and with the help of a W3F grant we worked on creating a blockchain oracle solution inspired by our intuition of how those should work. There is still a few rough edges, but hopefully it's useful to someone else -- feedback welcome (within reason)!
