Etc/GMT+12 is GMT-12

I have no idea why this is the case, and would love some insight if anyone has it.

Rails has this behaviour (which is where I spotted it) but it seems very counter-intuitive

> ActiveSupport::TimeZone['Etc/GMT+12'].now
