#3Mandatory retirement savings that would change as inflation moves up and down. Also, decrease government spending. These days a big chunk of what the governments spends is borrowed. That borrowed money adds to the money supply which ultimately adds to inflation. These ideas have 0 chance so interest rate is the only way to deal with inflation.
