Why The Pentagon Can’t Count: It’s Time to Reinvent the Audit

I've always assumed that an unauditable DoD was the desired state, for 2 reasons:

1. To have the ability to conceal black programs

2. To have the ability to channnel funds around in a way that would offend a lot of taxpayers
