I remember seeing a program a while back that offered an interface to build a webpage template and export it into HTML and CSS, can't find it anymore. Anybody have suggestions?

#2On mobile atm so pardon the lack of linkage, but you may be thinking of blue griffon, possibly spelled with a y. Gryffon. There are a few others but if memory serves (which it may not!), that seemed to be one of, if not the only, maintained one out there anymore.

hmm, doesn't seem like it. I remember seeing functionality to like, drag a rectangle into existence. Thanks though.
