It's probably also much better to be homeless in California than somewhere that experiences harsh winters.

But since it is probably better to be homeless in California than in other neighbouring states, they probably passively make their way there through push pull factors.

Are you suggesting a desantis style operation for the homeless? Unlikely, else we would hear about it. But since it is probably better to be homeless in California than in other neighbouring states, they probably passively make their way there through push pull factors.

Nevada did this to California a couple years ago actually [0][1]. That said, a number of major em cities such as New York do offer homeless people the choice to accept a lump sum and a ticket to the city of their choice IN RETURN for them being ineligible to homeless services in the source city [2][3].
