Technically most DBaaS is PaaS, since they are not IaaS where you have to dick around with operating systems, servers and such, but dbPaas is meant to signify that everything is absolutely managed, so you don't have to deal with scalability, elasticity or anything like that, which is not always entirely true, but it's still a high-level approach, so a lot is being done for you.
