There is a lot of terrible law in cases relating to the EPA and wotus and this is a pretty good example.

Planting a garden over a puddle that forms in your backyard during an exceptionally rainy year can be a wotus violation.

I tend to agree with the image at the end of the article. Who cares. There are people doing real substantial damage to Wetlands. This is a few hundred square feet next to a rocket launch pad that had some ice on it.
