Forgive me for being lazy, I didn't bother to look up how many years this is over, but it's probably irrelevant anyway.

$10,000,000,000 to "assess" what government info can be stored on cloud infrastructure?

That's 10,000 millions. For basically a report on security risks of government and cloud.

This is really pay to play, or the us government propping up social media because of the data it can get access too.

But money is money. What was the combined profit of Facebook, Google, and twitter last year?

Now understand that $ 10 billion of that is not profit, but government subsidy, hidden three steps down the data chain.
