How do you KNOW when to pivot?

One idea: Your existing, identified leverage point or complex of leverage points is logically and intuitively applicable elsewhere, the leverage is clearly to some comparative advantage, and the other anchor points or interaction points tying you to your current efforts are either easily pivoted off their current space or easily moved out of the future work plans.
