#3Is anyone surprised anymore to learn that their own government spies on them? I thought that we had all accepted our new surveillance overlords. /s
More seriously, how should the people of any country attempt to stop such shenanigans, short of a full blown revolution and civil war? Our elected officials, legislators, and judges seem to serve our incumbent masters, not the people.
Personally, I have lost any hope of a peaceful resolution to the growing threat of global tyranny, but I continue to hope we can find viable solutions that might avoid the resulting transitional anarchy.

#4Some of the companies in the field, in contrast to NSO, do have ethics committees to filter out obviously bad clients.
Once when guidelines were described to engineers a question was asked: Would Israel itself pass the ethics committee check?
The answer was "No. But..."
