I am in desperate search of a UX writer with an understanding of how file API works. Upwork doesn't do the thing. :( I would hugely appreciate any advice!

Writers usually craft documents, but it sounds like you're looking for a UX developer or programmer.
I've never heard "UX writer" as a term before.
